On April 12, 2026, around 1:13pm, Fridley Police Officer Alcott responded to a residence on Baker Ave NE after a report of a physical domestic assault. Upon arrival, he observed bruises on the victim's (G. R.) body and fresh red marks on her face. She reported that she got into an argument with her boyfriend, JIMMY DUBIEL-MARCELINO ([DOB redacted]), the Defendant herein, at his residence at 1025 N Cir NE, Fridley, Anoka County, MN. She said it escalated into a physical altercation, during which the Defendant choked her.
She said she felt as though she was going to pass out because the Defendant was obstructing her airway with a chokehold. She said she was scared and thought she might be seriously injured. She said she was fighting back and attempting to stop him. She said she attempted to yell for help, but the Defendant was trying to cover her mouth. Once the Defendant stopped assaulting her, she ran to the residence on Baker Ave NE. She confirmed that most of the bruises and injuries were caused by the Defendant that day or during unreported incidents in the past.
She said he didn't hit her that day but had hit her in the face and strangled her in the past. The reporting party (K. I. C. J.) stated that she heard screaming and saw the G. R. Walking down the street, bleeding, with red marks on her face. She said G. R. Told her that the two men following were G. R.'s boyfriend and his brother, Thomas Dubiel-Marcelino ([DOB redacted]). KICJ said she heard G. R. Tell the brother, "Look what your brother did to me." KICJ said she told them to stay back, and that the brother then yelled at her to mind her own business.
Officer Alcott found Defendant at his residence and took a statement from him. Defendant stated that he got into a fight with G. R. After he took her phone because she was not paying attention to him. He said G. R. Then began throwing things, he tried to get her phone back, and she attacked him. He said he defended himself and that the red marks on her were likely from the scuffle over the phone. When asked about choking G. R., he said it was possible his arms were around her neck while he was bear-hugging her during the altercation.
He denied hitting G. R. He acknowledged prior physical altercations in which they struck each other, and he claimed the bruises on her were from his attempts to restrain her in the past by holding her arms down. He said he would sit on her or place his knees on her to restrain her. Defendant's brother was present at the residence during the assault. He said he heard yelling about the phone being taken but did not witness the physical altercation. As of the filing of this complaint, Defendant is in custody in the Anoka County Jail.
