OLIVIA MARGARET SALINAS, [DOB REDACTED], has the following qualified prior impaired driving incidents within the past ten years. ••-CR-••-••••, Traffic DWI-Refuse Test, gross misdemeanor conviction 8/4/2025 (offense date 11/15/2024) 62-SU-CR-2210, Traffic DWI-Refuse Test, misdemeanor conviction 4/13/2023 (offense date 1/3/2022) Additionally, SALINAS has the following DWI event on her driver’s license history. 08/21/2025, 171.177-Revocation pursuant to search warrant (blood or urine testing) On December 24, 2025, at 12:28 A.M., Saint Paul Officers observed a vehicle-white Chevrolet Tahoe- parked on Fuller Avenue, Saint Paul, County of Ramsey.
The vehicle’s headlights were on. Officers observed exhaust from the vehicle indicating the ignition was on. A query of the license plate indicated the owner-SALINAS-had a canceled IPS driving status. As officers passed the vehicle, the driver appeared slumped over. Officers made a U-turn and made contact with the vehicle. SALINAS was in the driver’s seat. SALINAS had mildly bloodshot and watery eyes, dark circles under her eyes, droopy eyelids, and her speech and mannerisms were lethargic. SALINAS said she had just blown into her ignition interlock devise and was trying to find a gas station for snacks.
SALINAS showed officers her maps app on her phone that had a destination and route. SALINAS had her car keys in her lap. The vehicle was push-to-start ignition. There was a moderate odor of burnt marijuana from the vehicle. SALINAS was asked to step out of the vehicle. When asked when she last used drugs, SALINAS said it was a while, but she was previously addicted to fentanyl. She said she smoked marijuana earlier in the day. Field sobriety tests were administered on SALINAS and some signs of impairment were noted to include step off line, make improper turn, swayed back and forth to maintain balance.
The vehicle was searched. In the center cup holder, there was the outside casing of a pen. One end was partially melted and a dark substance was inside. SALINAS informed officers she had tinfoil in her pants pockets. Officers withdrew a folded piece of tinfoil from her pants pocket. After a Miranda advisory, SALINAS spoke to an officer. She denied driving the vehicle and said officers never saw her driving. SALINAS was transported to the jail. Officers obtained a search warrant for a sample of SALINAS’s blood or urine.
She was advised it is a crime to refuse a test. Eventually, SALINAS provide a blood sample. The BCA Report dated 02/17/2026, source SALINAS, detected the presence of fentanyl and norfentanyl in SALINAS’s blood.
