The Complainant having reviewed the applicable reports believes the following facts to be true: On July 18, 2025, at approximately 10pm, multiple St. Paul Police Squad cars were responding to an active situation near the intersection of Mendota St. And Jenks Ave., in the city of St. Paul, Ramsey County, MN. While driving through the intersection one of the squad cars was T-boned by another vehicle, resulting in a collision. The suspect vehicle was driven by an individual later identified as Sage Ugene Apple, [DOB REDACTED], Defendant herein.
Defendant’s vehicle struck the squad car on the rear passenger side. Defendant then immediately drove away from the scene of the accident at a high rate of speed. Multiple squad cars followed in pursuit. When officers caught up to the vehicle several blocks away it was stopped off the road, up on the sidewalk. The vehicle was empty and Defendant had fled on foot. Multiple officers searched the area with the aid of K9 units. A witness provided video footage of Defendant exiting the vehicle and running away.
Officers ultimately located Defendant in the area wearing only his underwear, covered in mud. Defendant claimed he had just been robbed at gunpoint. Defendant stated he believed he had been shot but declined medical assistance. Defendant was then taken into custody and transported to the hospital. Officers located open containers of alcohol in the vehicle and 6.06 grams of methamphetamine (confirmed by presumptive testing) in the center console of Defendant’s car. Based on this a search warrant was signed for Defendant’s blood.
Defendant provided a sample of blood at 12:12am. BCA results later showed that Defendant’s BAC was.084. The results also showed that Defendant had delta-9- tetrahydrocannabinol in his system as well as several metabolites of THC. In a Mirandized interview Defendant admitted to having one or two four loko beverages. In a follow up interview with SPPD, Defendant again waived his Miranda rights. Defendant initially maintained that he was not driving the vehicle and it was stolen. However Defendant eventually admitted to driving the vehicle at the time of the crash with the squad car.
Defendant stated he left the scene because he was scared of losing his vehicle. Defendant also admitted that he ran from the vehicle on foot. He acknowledged being responsible for the crash and said he was glad he didn’t hurt anyone. Defendant is homeless with no known address.
