NE and 343re Ave. NE with an inoperable headlamp. Deputy Miller made a traffic stop and while approaching the vehicle observed the driver seem as though they were going to get out of the vehicle. Deputy Miller identified the driver as Andrew James Schoonover [DOB REDACTED], herein Defendant. While speaking with Defendant, Defendant’s hand was trembling and his voice seemed a little shaken. When asked about his demeanor, Defendant advised he gets nervous around law enforcement from a previous encounter.
Defendant completed a horizontal gaze nystagmus test which showed zero clues of impairment and provided a preliminary breath test which displayed all zeros. Deputy Miller upon verifying Defendant’s driving record discovered Defendant was required to have an ignition interlock device within the vehicle. Deputy Miller checked Defendant’s vehicle and did not see the ignition interlock device. Defendant advised he was still working to get the device installed in that vehicle. Defendant was arrested and transported to Isanti County Jail.
