On January 25, 2026, at approximately 11:32 P.M., police observed a vehicle traveling at a high rate of speed near Maryland Avenue and Jackson Street in St. Paul, Ramsey County, Minnesota. Police turned around to try to catch up to the vehicle. Police observed the suspect vehicle cross a solid double lane line into eastbound traffic then go around another vehicle while traveling at a high rate of speed. Police activated the squad’s emergency lights and siren to conduct a traffic stop. The vehicle continued traveling at a high rate of speed and ran a red light at Maryland Avenue and Rice Street.
Police observed that the vehicle crossed over a solid double lane line into eastbound traffic to get around another vehicle at Maryland and Western Avenues. The squad car was traveling at 91 mph in a 30 mph zone to try to catch the suspect vehicle. Police turned off the emergency lights and siren and followed from a distance due to their inability to catch up to the vehicle because of extreme speeds. Officers observed the suspect vehicle go eastbound on Cook Avenue then eastbound on Matila Street where it began to turn down the alley.
Police reinitiated their traffic stop by turning on the squad’s emergency lights. The suspect vehicle stopped. The driver and sole occupant, THAYENG KENG VUE – [DOB REDACTED], was removed from the vehicle and taken into custody. Following a Miranda advisory, VUE told police that he was coming back from a party and never saw the emergency lights behind him. VUE admitted driving at a high rate of speed and running the red light at Rice Street and Maryland Avenue. VUE said he was looking at his phone GPS in his cup holder the whole time, which is why he did not see any emergency lights.
