On March 22, 2026, at 7:20 P.M., Sergeant Veenendall with the Woodbury Police Department was on routine patrol in the city of Woodbury, Washington County, when he received a FLOCK notification that a stolen vehicle bearing Minnesota license plate PJR600 was in the area. Sergeant Veenendall confirmed on NCIC that the vehicle was still actively listed as stolen. A short time later, Sergeant Veenendall located the vehicle, a green Honda Pilot, in the parking lot of Sam's Club and observed a person with dark hair exiting through the driver's door.
Sergeant Veenendall made contact with the person, a female later identified as JESSICA JOSEPHINE WILLIAMS, [DOB REDACTED]. WILLIAMS initially denied having exited the Honda Pilot and claimed she had gotten out of a silver-colored vehicle. WILLIAMS then changed her story and stated that she did not get out of any car, and had walked to Sam's Club. Finally, WILLIAMS stated that the Honda Pilot was her friend's, that she had never been in it, but was looking for something in the driver's seat. WILLIAMS denied having the keys, which were ultimately located on her person.
WILLIAMS was arrested and transported to the Washington County Jail where she remains in custody.
