Your complainant is employed by the Champlin Police Department. In that capacity, complainant has reviewed official reports filed and has learned substantially the following: On June 5, 2025, at approximately 11:25 PM, Officer Krise was on routine patrol and observed a white SUV (CA plate #[PLATE REDACTED]) traveling northbound on Highway 169 Champlin, Hennepin County, Minnesota. Officer Krise noted the driver failed to signal a right turn onto 120th Avenue North. Officer Krise initiated a stop and upon approaching the vehicle, immediately detected the strong odor of burnt marijuana emanating from the driver’s side window.
The Officer spoke with the driver, who was identified as Torre Kjeld Grimsgaard, [DOB REDACTED], the defendant herein. While speaking to the driver, Officers noted the presence of marijuana scattered on the vehicle’s center console and a bag of marijuana on the back seat. Defendant had bloodshot and watery eyes and showed impairment on the following field sobriety tests: horizontal gaze nystagmus; balance on one leg; heel to toe walk and modified Romberg. Defendant blew a 0.000 reading on a PBT tester box.
Defendant was placed under arrest for DUI. Officers searched the Defendant’s vehicle prior to the tow where offices located a 1 ¼ pill stamped with b974 and identified amphetamine pills (scheduled two controlled substance). Officers located a mustard tin with brownish white powder which tested positive for mescaline a hallucinogen, another mustard tin with a small baggie of marijuana and three vape pens. Defendant was transported to Champlin PD where he was booked, and officers noted a large amount of white powder in and around both of Defendant’s nostrils.
Officers applied for and received a warrant for a blood/urine test and the Defendant was transported to the hospital. The Defendant’s blood was drawn, sealed and delivered to the BCA for testing. Defendant was read the Miranda warning and agreed to speak to the Officers. Defendant stated that he used Ketamine earlier in the day and uses cocaine, ketamine, Adderall and marijuana recreationally. Champlin Police Department received the Defendant’s lab report from BCA dated 7/28/2025 which indicated the presence in his blood at the time of arrest of delta-9-tetrahydrocannabinol (THC) at a concentration of 7.0 ng/mL, along with its active and inactive metabolites — 11-hydroxy-THC (1.16 ng/mL) and carboxy-THC (57 ng/mL). Additionally, ketamine was detected at 0.187 mg/L, and its metabolite norketamine was present at levels exceeding 0.250 mg/L.
