The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 6, 2026, at shortly before 12:30pm, a Minnesota State Trooper on patrol responded to southbound Highway 280 at around Como Ave., St. Paul, Ramsey County. That section of highway was clearly marked as closed for construction. A civilian vehicle – a Dodge 4x4 – was reported to have entered it nevertheless. The trooper found the Dodge as described. The driver was identified as the defendant, JUAN LUCAS PUJOLS SORENSON ([DOB REDACTED]). The defendant was lethargic and confused.
He told the trooper that he did not know where he was coming from nor how he ended up in the work area. When asked when he had last consumed alcohol, he responded that he had a “blow and go” in the truck. When asked repeatedly when he had last used drugs, he responded first, “I’m not trying to use any drugs,” then “I don’t know,” and finally “two nights ago.” The defendant said that he was having a medical issue; the trooper noticed that his forehead was swollen. But he said that he did not need to be seen by medics.
The trooper instructed the defendant to follow him out of the construction area. Instead, the defendant began to drive off further in the construction area. The trooper was forced to cut him off and re-direct him to a nearby exit ramp. The defendant was seen by medics. His pulse and blood pressure were found to be elevated. His bottom teeth had been ground down (consistent with stimulant use). On his arms were multiple scab marks. Standard field sobriety tests were performed. The defendant swayed as he walked.
He continued to seem slow and disoriented, with a blank stare and limited short-term memory. He showed multiple signs of impairment in the horizontal gaze nystagmus, finger count, lack of convergence, walk and turn, and modified Romberg tests. A sample of the defendant’s blood was obtained at 1:55pm pursuant to a warrant. It will be submitted for testing. A K-9 officer repeatedly alerted to the driver’s side door of the Dodge, indicating the presence of narcotics. Inside the vehicle, officers found nitrous oxide canisters, “whip-it” nasal tips (used to inhale drugs), an unopened bag of kratom, and other drug paraphernalia.
The items were recovered. In May 2025, the defendant was observed driving erratically in St. Paul, including going through red lights without stopping. He fled from law enforcement and, when stopped, was found to have amphetamine and alprazolam in his system; a can of “whip-its” was in the vehicle’s center console. The defendant faces pending charges for DWI in the First Degree and Fleeing in a Motor Vehicle (Case No. ••-CR-••-••••).
