That on or about November 1, 2025, Officers with the St. Louis Park Police Department were dispatched to Nordstrom Rack, located at 8344 Hwy. 7, in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of theft. Loss Prevention employee DANIEL ALFRED SHINNICK (“Defendant” herein) informed Officers that he had a male theft suspect handcuffed in the residential area located at [ADDRESS REDACTED]., in the City of St. Louis Park, County of Hennepin, State of Minnesota. Upon arrival at [ADDRESS REDACTED]., Officers observed Defendant with the handcuffed shoplifting suspect, later identified as R. T., in the driveway of [ADDRESS REDACTED]. Officers observed blood coming from R. T.’s mouth.
R. T. Replied, “He beat the f*** out of me, bro,” referring to Defendant. Paramedics were dispatched to the scene to assess R. T. For injuries. Officers read R. T. His Miranda warning, which R. T. Stated he understood, and he agreed to speak with Officers. R. T. Admitted to stealing merchandise at Nordstrom Rack. R. T. Stated he surrendered the stolen merchandise outside of Nordstrom Rack by the dumpster when confronted by Defendant. R. T. Then ran away from Defendant. The Defendant pursued R. T. To the residence of [ADDRESS REDACTED]. Once at the driveway of [ADDRESS REDACTED]., R. T. Told Defendant, “I surrender.
I quit, bro. I mean no harm.” R. T. Was told by the Defendant to get on the ground, and then Defendant pushed R. T. This caused R. T. To retaliate by kicking at Defendant. Defendant then punched R. T., and the altercation continued. R. T. Stopped fighting back, and R. T. Proceeded to get on the ground while telling Defendant, “Bro, I mean no harm.” Defendant then pushed R. T. Again, and R. T. Replied, “I mean no harm; I will get on the ground.” Defendant then started to punch R. T. While R. T. Was on the ground, so R. T. Again retaliated.
Defendant put his knee on R. T.’s head. When R. T. Quit fighting back, Defendant placed R. T. In handcuffs in the front of R. T.’s body. Defendant called Officers to respond. While R. T. Was in handcuffs on the ground, and Defendant was calling Officers, Defendant placed his knee on R. T.’s neck, which made breathing difficult for R. T. While R. T. Was on the ground, Defendant punched R. T. Six times. During the incident with the Defendant, R. T. Stated he was punched in the chest, mouth, and face.
R. T. Mentioned he was experiencing pain in his chest. R. T. Had a visible injury inside his mouth. R. T. Wanted to pursue assault charges against Defendant. Defendant informed Officers that he witnessed R. T. Steal merchandise from Nordstrom Rack. Defendant confronted R. T. By the dumpsters near Nordstrom Rack where the stolen merchandise was located. Defendant instructed R. T. To stop, but R. T. Started running away, so Defendant followed R. T. To maintain visual observation for police. Defendant ran across the back parking lot, crossed the street, and ended up at the residence of [ADDRESS REDACTED]. Once R. T. Stopped running, Defendant told R. T. To get down on the ground and that he would put handcuffs on R. T. Defendant stated R. T. Said something to him, but it was incoherent, so Defendant attempted to put handcuffs on R. T. At this point, R. T. Then allegedly struck Defendant in the face several times.
