The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On December 5, 2025, at about 7:30pm, New Brighton Police responded to an apartment building on County Rd. D West, New Brighton, Ramsey County on a report that a man had put an unknown substance in the gas tank of his ex-girlfriend’s vehicle. On arrival, officers met with NAC ([DOB REDACTED]), a resident there. She said that her ex-boyfriend is the defendant, JONATHAN SOTO ARROYO ([DOB REDACTED]). She said that about an hour earlier, she saw his vehicle parked in the lot of her building.
She said that he sat inside, and then paced around, for about 25 minutes before driving away. She said that a short time later, she noticed on her phone (she still had access to his location) that he was at a nearby Walmart. NAC continued that a short time after that, she saw that the defendant was now standing beside the gas tank door of her Ford Edge, holding a Walmart shopping bag. She said that by the time she went outside, he no longer held the bag. She said that she accused him of putting something in her vehicle, but he denied it and drove away.
NAC’s sister said that she too saw the defendant standing near the Edge. Officers observed and photographed a white, cloudy liquid on the gas tank filler area of NAC’s Edge. A sample of the liquid was obtained. Later that night, officers found a Walmart bag in a dumpster near where the Edge had been parked. Inside was a bottle of bleach and a funnel. Photographs were taken, and the items were recovered. NAC provided a receipt from the Roseville Walmart. It shows the purchase of several items, including bleach and a funnel, on December 5 at 6:54pm, using a debit card.
The defendant was located later in the day on December 6. In his possession was a debit card, in his name, matching that used to purchase the bleach and funnel at Walmart. The defendant declined to make a statement. But he added, “she stated some stuff… [but] there’s no proof only because I was in the vicinity….” In a follow up interview, NAC reiterated her statements at the scene. She said that the defendant had been “possessive” and “off” for some time; she said that she had been ignoring his messages for several days, after he claimed to her mother that she (NAC) and I were going on a non-existent date.
The cost to repair the damage to the Edge was found to be at least $1,400.
