DV Court case. State is requesting a DANCO. On September 25, 2025, law enforcement took a report of a sexual assault that occurred approximately one month prior at a home in Moorhead, Clay County, MN. Victim [NAME REDACTED] had been in a relationship with JASTIN RAYMOND MICHAEL ROSS, [DOB REDACTED], hereinafter "Defendant", for approximately five months prior to the assault. She said that Defendant had been pressuring her to have sex with him and she continually told him that she did not want to.
In order to appease him, she told him that if they had sex, it would probably be in August and would just be the tip of his penis. Victim told Defendant this to postpone his persistence about having sex and did not intend to follow through with her statement. On the date of the assault, the two of them were kissing. Defendant suggested that they take their clothes off and Victim was hesitant but agreed after Defendant assured her that it would not go beyond making out. After their clothing was removed, Defendant got on top of Victim.
Victim told him to stop and get off of her. Defendant said no and proceeded to vaginally penetrate Victim [NAME REDACTED]. Victim [NAME REDACTED] was done he said, "sorry, I was horny". Victim later discussed what happened with a friend, and the friend encouraged her to tell her mother what had happened. Victim did tell her mother what happened and the incident was subsequently reported to law enforcement. Law enforcement spoke with Defendant who admitted to having sex with Victim [NAME REDACTED] was consensual.
Later in the interview, he stated that Victim had agreed to let him put the tip of his penis into her vagina but that he inserted it beyond that. He said that Victim told him to stop and he did. Defendant said that he apologized to Victim [NAME REDACTED] was horny and that is why he "insisted" that she give him a hand job afterwards. Defendant said that it is possible that Victim told him to stop multiple times but that he did not hear her because she was being quiet and there was music playing.
