On May 24, 2025, at approximately 6:00 P.M., Officer Davis of the Paynesville Police Department observed a vehicle he knew to belong to Jordan Carlton Chambers, [DOB REDACTED], the defendant herein, traveling in the City of Paynesville, County of Stearns, State of Minnesota. Officer Davis knew Defendant did not have a valid driver's license. The vehicle turned into a driveway. Officer Davis conducted a traffic stop on the vehicle. Defendant immediately got out of the vehicle and walked towards Officer Davis.
During their exchange, Officer Davis asked Defendant if he had any weapons on him. Defendant said no and started to take items out of his pockets. The items included a lighter and a plastic straw. Officer Davis recognized the straw and lighter as items commonly used to consume controlled substances. Defendant was detained to wait for a K9 to respond. While talking with Defendant, Officer Davis noticed Defendant was showing multiple signs of being under the influence of a controlled substance. The defendant completed field sobriety testing, which showed additional indicators of impairment.
Officer Davis told Defendant he was under arrest. Defendant asked Officer Davis not to arrest him and to redo the tests. Defendant then ran from Officer Davis. He made it approximately 70 feet before tripping, landing on the pavement, and being detained. A plastic baggie was located near where Defendant fled. He placed his foot over the baggie as he was being taken into custody. As Officer Davis and another responding officer were discussing the baggie, Defendant admitted it was his and asked if they dumped it out.
Defendant's vehicle was subsequently searched. It contained baggies with a substance believed to be fentanyl, a scale, a glass pipe commonly used to smoke narcotics, and a quart bag with multiple bottles of Methadone in it with the names scratched off. Defendant was placed under arrest and transported to the Paynesville Hospital. A search warrant for the defendant's blood or urine was submitted and signed by the Honorable Matthew Quinn. Defendant was presented with the warrant and told refusal to take the test was a crime.
Defendant said he would take a urine test. As Officer Davis was getting the test kit ready, Defendant lunged at Officer Davis. Officer Davis informed Defendant his actions constitute refusal and brought Defendant back to his squad car. As they were walking, Defendant became limp, laid on the floor, and refused to move. Defendant ultimately had to be transported in a WRAP to the Stearns County Jail. The plastic baggie located near Defendant contained 1.01 grams of field-tested methamphetamine. One of the plastic baggies in Defendant's vehicle contained 0.74 grams of field-tested fentanyl.
The remaining bags were not tested and will be sent to the Minnesota Bureau of Criminal Investigation for testing. A review of the defendant's criminal history reveals a prior conviction for Misdemeanor Driving While Under Influence of Controlled Substance, Hennepin County Court File No. 27-CR-21-3133, convicted June 1, 2022 and Gross Misdemeanor Fifth Degree Controlled Substance Possession, Stearns County Court File No. 73-CR-18-7694, convicted January 19, 2021. Defendant's driver's license is cancelled.
