On January 22, 2026, Detective McClain with the Cottage Grove Police Department began review of an investigation regarding the financial exploitation of vulnerable adult P. W., who resided in the city of Cottage Grove, Washington County. The investigation was conducted by Anoka County Adult Protection Services (APS) due to a conflict with Washington County. The investigation revealed that on October 31, 2025, a Minnesota Adult Abuse Reporting Center (MAARC) report was filed on behalf of P. W., who is an 88-year-old vulnerable adult due to frailty of aging, and mental, physical, memory, reasoning, and judgement impairments.
The report alleged that P. W.'s son, JASON CHRISTOPHER WEEMS, [DOB REDACTED], had abused his position as P. W.'s guardian to financially exploit her. P. W. Had been admitted to United Hospital in March 2025 regarding various physical and mental health issues. The financial exploitation was discovered as United attempted to make arrangements for P. W. To be transferred to a long-term care facility. P. W. Was rejected from several facilities due to questionable transactions noted on her bank statements, and unnecessarily spent months at United, incurring well over $1,000,000.00 in medical bills.
Court records indicate that on June 24, 2025, WEEMS was appointed as Guardian for P. W., at his own request. After P. W. Was admitted to United, WEEMS applied for several benefits offered to her through the Department of Human Services (DHS), including long-term care assistance and Medical Aid. When asked to fill out several mandatory forms by DHS, WEEMS refused to cooperate and ultimately revoked access to P. W.'s accounts for asset verification purposes. Due to WEEMS refusal to cooperate, P. W. Was not able to receive these benefits and move to a long-term care facility.
In September 2025, WEEMS was appointed as P. W.'s Representative Payee to receive her Social Security benefits, which totaled $1434.00 per month. On October 3, 2025, WEEMS opened a checking account at Associated Bank for receiving P. W.'s Social Security payments as Representative Payee. WEEMS and P. W. Also jointly held a checking account at Beverly Bank in Illinois, through which P. W. Previously received her Social Security benefits. Anoka APS obtained records from Associated and Beverly Banks, which showed that from April 2, 2025, to January 9, 2026, WEEMS transferred a total of $7,643.00 from these accounts using the application Zelle, a peer-to-peer payment service.
When confronted by Anoka APS about the transactions, WEEMS stated he combined P. W.'s Social Security payments with his own income and then transferred the money out through Zelle. Despite claiming that some of the funds belonged to him, WEEMS admitted that he is unemployed, and the bank records showed that the only deposits going into the accounts were from P. W.'s Social Security payments. Anoka APS requested that WEEMS provide receipts for any withdrawals/transactions that were made for the benefit of P. W. To date, WEEMS has not provided any requested documentation.
