On February 28, 2026, at approximately 2:18 A.M. Trooper Allen with the Minnesota State Patrol was on routine patrol when he noticed a dark SUV that did not have any tail lights on. Trooper Allen turned on his front and rear emergency lights to conduct a traffic stop. The driver signaled a right turn onto the exit ramp for 10th Avenue South, drove on 10th Avenue South and then turned onto W. St. Germain Street and parked in a parking space there, located in the City of St. Cloud, County of Stearns, State of Minnesota.
While Trooper Allen was walking up to the SUV he could see the driver crawling into the rear seat behind the driver's seat. Trooper Allen opened the rear door and the driver was turned sideways towards the door and immediately placed his hands up. There were two other males in the SUV at that time with their hands up as well. The driver was later fully identified as Adan Ahmed Ali, [DOB REDACTED], the defendant herein, by his United States Passport. Trooper Allen could smell a strong odor of consumed alcohol emitting from the defendant and saw there were Coor's Light 16oz cans scattered in the vehicle.
There were two cans in the front cup holders and multiple cans near the back seat. The defendant's speech was slow and very slurred, he was unsteady when he stood up and his fine motor skills were slow. The two passengers confirmed the defendant was the driver and they were driving from a bar. The front passenger stated he asked the defendant to drive because he thought he was sober. Trooper Allen had the defendant step out of the vehicle and perform the standard field sobriety tests. Following these tests, Trooper Allen noticed additional signs that the defendant was impaired.
A preliminary breath test was given and the results were 0.289. The defendant was placed under arrest and transported to the Stearns County jail. A search warrant was signed by Judge Schmidt for the defendant's blood or urine. The defendant was provided a copy of the signed search warrant and read both sides. At 3:54 A.M. The defendant was informed it is a crime to refuse the blood or urine test. The defendant started demanding to talk to his lawyer, but was informed that wasn't an option because Trooper Allen had a court order signed by a Judge.
The defendant refused to provide a test sample after multiple opportunities and additional time. At 4:32 A.M. The defendant was deemed a refusal by conduct. After a review of the defendant's driving license status, Trooper Allen learned the defendant was supposed to have an ignition interlock device installed in his vehicle and that was not located, and his driver status was currently Cancelled-Inimical to Public Safety. Defendant was previously convicted of a DWI offense on September 19, 2024, in Hennepin County District Court file number ••-CR-••-••••. Defendant was previously convicted of another DWI offense on February 24, 2022, in Stearns County District Court file number ••-CR-••-••••. The defendant was previously convicted of another DWI offense on August 17, 2017, in Stearns County District Court file number ••-CR-••-••••. Complainant has reason to believe and does believe that all of the above information is true and correct.
