On or about June 13, 2026, at approximately 7:32 PM, law enforcement was on patrol in the area of Highway 3 and 3rd Street West, Northfield, Rice County. Law enforcement observed a male on a motorcycle traveling at a high rate of speed in the southbound lanes of Highway 3. Law enforcement activated their rear opposite direction radar and observed a speed reading of 51 MPH in a 30 MPH-zone. Law enforcement conducted a U-turn and activated their overhead emergency lights to catch up to the motorcycle.
Law enforcement caught up to the motorcycle near the intersection of Division and 5th Street, Northfield, Rice County. Law enforcement had its overhead emergency lights activated and the motorcycle continued. The driver of motorcycle turned around and looked in the direction of the squad vehicle. The driver did not stop and continued southbound on Washington Street without coming to a complete stop at the stop sign. The motorcycle then increased its speed and turned eastbound onto 6th Street East and southbound onto Union Street South without stopping at the stop sign.
The motorcycle increased its speed to well over the posted speed limit of 30 MPH. The motorcycle crossed into the oncoming lane of traffic on Union Street. The motorcycle went through another stop sign 7th Street and Union Street and again at 8th Street and Union Street. There were numerous pedestrians on nearby paths during the pursuit. The driver looked back multiple times at law enforcement. Law enforcement continued pursuit with emergency lights and siren activated. The motorcycle continued on Union Street and did not stop at the Woodley Street stop sign.
The motorcycle continued southbound to Sumner Street East and turned south on Winona Street, then east on Ames Street without stopping at another stop sign. The motorcycle turned south onto Maple Street from Ames Street without stopping at the stop sign and then slowed down and pulled over to the shoulder. The motorcycle came to a stop near Spring Creek Elementary. Law enforcement gave the driver of the motorcycle commands to turn the motorcycle off and put the kick stand down. The driver did not immediately comply with the commands.
The driver responded with "I'm fine. I'm not doing anything. I'm sorry guys." After several commands, the driver did put the kickstand down and got off the motorcycle. The driver did not comply with commands after exiting, but was eventually placed under arrest. The driver of the motorcycle was identified as JEFFREY ALAN DAVID LEUBNER, [DOB redacted] ("Defendant"). Law enforcement smelled a strong odor of consumed alcohol beverage emanating from the Defendant. Law enforcement confirmed the Defendant's driving status was Cancelled- IPS and that he was required to be in the ignition interlock program.
There was no ignition interlock device on the motorcycle. The Defendant apologized to law enforcement and said "I'm sorry, I didn't see you and then when I saw you I f****** pulled over." The Defendant then explained that he got out of Dakota County Jail earlier that day and that he had a couple beers at the VFW in Farmington. The Defendant initially said he was on his way back to Faribault to visit a friend, but then changed it to Northfield and said he did not know where the friend lived. Law enforcement administered field-sobriety tests on the Defendant.
