On 11/15/2025 at about 0310 hours, St. Paul Police saw a Black 2006 Chevy Tahoe (MN/RPG835) exit the Holiday Gas Station at [ADDRESS REDACTED] in St. Paul, Ramsey County. The vehicle was missing its front bumper, which matched the description of a motor vehicle that was wanted in a Criminal Vehicular Homicide incident on 11/13/2025. Officers followed the Tahoe. As it traveled east on Concordia Ave from Hamline Ave, the driver drove over the white line and into the marked bike lane. Officers initiated a traffic stop on Concordia Ave just west of Griggs St. The driver was identified as Laverle Rodell MAYS ([DOB REDACTED]). The front seat passenger, who ashed her cigarette out the front passenger window, was identified as Yazmine Marie RICCI (DOB/1999- 07-15). In plain view, on the console next to the front passenger seat, was a Minnesota license plate that partially read "ZRK” which did not match the Tahoe’s plates.
RICCI had several active warrants. Both MAYS And RICCI were removed from the vehicle and RICCI was taken into custody. When police examined the license plate further, they found that it read "ZRK909" which registered to a 2016 Lincoln. Police contacted the Lincoln’s owner and determined that the plate had been stolen. During a search of the vehicle, directly behind the driver's seat on the floorboard, police found a cigarette pack. In the pack was a container of suspected narcotics. During a search of RICCI’s purse, police found a small, clear plastic orange baggie containing suspected narcotics.
In a post-Miranda statement, RICCI said that prior to being stopped by police she and MAYS met with a friend of MAYS who gave them the cigarette pack that police found. After being Mirandized, MAYS said he met RICCI in downtown St Paul and said she had been smoking fentanyl in the passenger seat. MAYS denied using illicit drugs and said he knew nothing about the stolen license plate. The substance found in the cigarette pack later tested positive for Methamphetamine with a net weight of 12.87 grams.
