On December 2, 2025, a Minnesota Adult Abuse Reporting Center (MAARC) report was filed regarding the financial exploitation of R. C., a vulnerable adult who was residing in the city of Stillwater, Washington County. The MAARC report stated that HEIDI LOU WESTMAN, [DOB REDACTED], had acquired possession and control over R. C.'s assets using undue influence, harassment, duress, and fraud. R. C. Was designated as a vulnerable adult due to frailty of aging and a diagnosis of Progressive Supranuclear Palsy.
On December 8, 2025, the matter was assigned to Detective LeMoine with the Stillwater Police Department for investigation. Detective LeMoine learned that Washington County Adult Protection was also actively investigating the matter. On December 9, Detective LeMoine met with R. C. At his home in Stillwater, located at [ADDRESS REDACTED] North. R. C stated he had lived in his home for 39 years. In April 2024, R. C. Fell victim to a Facebook gift card scam, in which he lost approximately $27,000. During that time period, R. C. Stopped paying the mortgage on his home, which resulted in foreclosure proceedings.
At the time, R. C. Owed $130,317.20 on his mortgage. In the spring of 2025, a Notice of Mortgage Foreclosure sale regarding C. H.'s home was published in the newspaper. On June 17, 2025, a Sheriff's Certificate of Sale and Foreclosure Record was issued stating R. C.'s home was sold to an outside buyer, J3T, LLC, for $134,801.35. Following the sale, a 6-month redemption period began, during which R. C. Could attempt to redeem the home by coming up with the funds to purchase it back. The redemption period was scheduled to end on December 17, 2025. R. C. Explained that WESTMAN called him and wanted to discuss the foreclosure action against his home.
R. C. Did not know WESTMAN and had never spoken to her before. WESTMAN stated she wanted to fix up the house, buy it, and then eventually sell it; however, R. C. Could continue to live there during the process. R. C. Agreed to this arrangement but did not really understand the terms. In July or August 2025, WESTMAN showed up at R. C.'s home without any advance notice. WESTMAN further discussed her plan to purchase the home and let R. C. Live there. WESTMAN stated she had a real estate company in Florida.
During the next few months, WESTMAN sent a few people to R. C.'s home to do work on the house, claiming this was necessary to sell the home. The carpet was removed in approximately October 2025 and had not been replaced yet at the time Detective LeMoine interviewed R. C. The workers also cleaned the basement. R. C. Stated that his communications with WESTMAN were either verbal or through text message. Detective LeMoine viewed several months' worth of text messages on R. C.'s phone, which dated back to September 22, 2025. The text messages were predominantly one-sided, with WESTMAN repeatedly sending R. C. Messages stating that time was running out to put the plan into action, requesting that he send money to various people, and sign various documents.
