TJW owns and operates Midway Sewer Service Company (“Midway Sewer”), a business located at [ADDRESS REDACTED] in St. Paul, Ramsey County. TJW reported to the St. Paul Police Department (“SPPD”) that TERESA MADSEN [DOB REDACTED] appeared to have utilized Midway Sewer’s banking information for transactions the business did not authorize. The transactions occurred while Madsen was working as the business administrator for Midway Sewer. TJW also reported that another individual who worked for Midway Sewer, RONALD GATES [DOB REDACTED], appeared to have been involved with Madsen’s actions and to otherwise have misappropriated funds from the business.
Midway Sewer Discovers Netspend Account Midway Sewer initiated an in-depth review of its financial records around the time it reported its concerns to SPPD. This included a review of QuickBooks records maintained by Midway Sewer. Midway Sewer discovered that some transactions labeled in its QuickBooks software as paychecks to TJW had not actually been deposited into TJW’s bank account. Instead, the paychecks had been deposited into a Netspend financial account ending 7808. Midway Sewer provided information about the Netspend account it discovered to SPPD. Further, Midway Sewer indicated that it had reached out to QuickBooks to learn more about the account.
The QuickBooks representative informed Midway Sewer that the Netspend account did not match any of the financial account information maintained by QuickBooks for Midway Sewer’s payment of wages to its employees. SPPD proceeded to obtain a subpoena for Netspend to produce records for the account ending 7808. The initial records provided by Netspend indicated that the account was owned by TJW, and they provided Midway Sewer’s address as the address for the account owner. However, TJW and Midway Sewer told SPPD that they had not opened the Netspend account.
Madsen Used the Netspend Account to Embezzle Funds from Midway Sewer SPPD issued a second subpoena to Netspend requesting additional records for the account ending 7808. The records produced by Netspend in response to the second SPPD subpoena included account statements and other records for the account ending 7808. The account statements show that $19,615.75 was transferred from Midway Sewer to this Netspend account from approximately August 11, 2023 through January 19, 2024. The statements for the Netspend account also demonstrate that Madsen was the actual person who received and utilized the funds received into the account.
For example, a $985.00 transfer occurred on October 15, 2023 from the Netspend account to “Jerome Properties.” The SPPD investigator spoke with David Palmer at Jerome Properties who indicated that this payment represented a rent payment for Madsen’s apartment. Additional records produced by Netspend demonstrate that Madsen was in control of the account and embezzling funds from Midway Sewer through the account. Netspend records labeled “Weblog and IVR Information” provide the following email addresses and phone numbers associated with transactions and other actions on the account: [PHONE REDACTED] [PHONE REDACTED] 2 ••-CR-••-•••• Filed in District Court State of Minnesota 5/29/2026 [email redacted] SPPD performed a CLEAR search on the phone number of [PHONE REDACTED], and the search results confirmed that the phone number is associated with and was used by Madsen.
