On June 19, 2025, at approximately 12:39 A.M., an officer with the Blaine Police Department was on routine patrol when he observed a silver Jeep Grand Cherokee driving opposite direction without a front license plate. The vehicle appeared to be making evasive turns before it quickly turned into the driveway at [ADDRESS REDACTED] NE, City of Blaine, within the County of Anoka. The officer activated his emergency lights and observed that the vehicle was parked in the driveway with its lights off. The driver’s window was cracked only 1-2 inches, which was atypical and believed to be an attempt to conceal criminal activity.
Additionally, as the officer spoke with the driver, later identified as Jacob Marshall Stanley [DOB REDACTED], hereinafter Co-Defendant Stanley, the passenger in the vehicle, later identified as Kylie Ann Sullivan [DOB REDACTED], hereinafter Co-Defendant Sullivan, began talking over the driver and answering questions for him. The officer also believed this to be a distraction and diversion tactic from criminal activity. The co-defendants provided answers to the officer’s questions that were inconsistent with facts and were evasive, and both displayed signs of narcotics use.
During routine checks the officer observed that Co- Defendant Stanley had a revoked license status, as well as a criminal history involving burglary and drug possession, and that Co-Defendant Sullivan was the registered owner of the vehicle. When asked, Co- Defendant Stanley handed the officer marijuana not in the manufacturer’s original packaging. The officer decided to order a canine sniff of the vehicle. When the officer asked the occupants to exit the vehicle Co-Defendant Stanley became argumentative and refused to exit the locked vehicle.
Attempts by the officer to de-escalate Co-Defendant Stanley were unsuccessful. Co-Defendant Stanley was placed under arrest. Co-Defendant Sullivan exited the vehicle. A canine officer sniffed the vehicle and gave a positive indication on the vehicle. Officers performed a search of the vehicle and found a purple backpack resting behind the center console of the vehicle within reach and control of both occupants. Inside the backpack officers found women’s toiletries and various other products along with a black and white cloth circular zipper container inside of which was a small clear plastic bag with a crystal substance, as well as a purple metal cylindrical pill container with a crystal substance inside.
In the trunk of the vehicle officers found an olive drag green cross-body bag with Co- Defendant Stanley’s wallet inside of it, a clear plastic bag with a crystal substance inside, a green metal cylindrical pill container with a crystal substance inside, a blue colored metal cylindrical pill container inside of which was a clear plastic baggie containing a crystal substance, and an iPhone suspected to be a part of narcotics activity. Due to the location of the backpack Co-Defendant Sullivan was also placed under arrest.
