In court file ••-CR-••-••••, MARVIN LYNN ELGY, [DOB REDACTED], was convicted of Violation of Controlled Substance in the Fifth Degree, felony conviction 7/26/2010. On March 2, 2026, at approximately 12:39 A.M., Officer Seals was monitoring surveillance cameras at the 5th and Cedar Transit Station, Saint Paul, County of Ramsey, when he observed a male conduct a drug transaction. Officer Seals observed a male-later identified as ELGY-speaking with two males. A male wearing blue flannel took out two $20 dollar bills and gave them to ELGY. ELGY grabbed the currency, checked the two bills with the shelter light, and placed them in his left pocket.
ELGY removed a small baggie with a white substance from the same pocket, opened the baggie, and gave the male a white rock- like substance. The male wearing flannel concealed the substance in a piece of tinfoil and placed it in his left sweatpants pocket. While Officer Seals traveled to ELGY’s location, he observed ELGY, on camera, take out an additional package of suspected drugs and conceal multiple packaged baggies in his left hand glove. Officer Seal arrived and told ELGY he was being detained for narcotic sales.
ELGY said he did not “sell s***.” He began to walk away, was sweating profusely, and was fidgety with his hands. ELGY tried to discard something that was in his glove. ELGY was pinned to the shelter glass and was told he was under arrest. Officer Seals struggled to handcuff ELGY, but eventually did. In ELGY’s left hand, he had two small individually packaged baggies with suspected drugs. ELGY was searched. In ELGY’s left jean pocket, he had a hammer and US currency, approximately $197.05. Officer Baker found a package with suspected drugs on ELGY. An officer field tested suspected drugs.
Item #1, labeled white crystalized substance, field tested positive for the presence of methamphetamine. Item #2, labeled rock-like substance, field tested positive for the presence of cocaine. Item #3, labeled white powdery substance, field tested positive for the presence of cocaine. Item #4 field tested negative for narcotics.
