On March 25, 2025, at approximately 1:15 A.M., a Hennepin County Sheriff's Office Deputy conducted a traffic stop on a blue Ford Escape on Central Avenue Northeast and Lowry Avenue Northeast in Minneapolis, Hennepin County. The vehicle had an inoperable passenger headlight and expired tabs (Feb 2025). Upon approaching the vehicle, the deputy could immediately smell the odor of consumed alcoholic beverage coming from the driver. The deputy spoke with the driver, identified as ROBERT HARLAND HULL [DOB REDACTED], Defendant herein, and asked how much he had drank that night.
State records check also confirmed Defendant's driving status as revoked. Defendant told the deputy that he "had too much to drink." The deputy observed Defendant had bloodshot, watery eyes, and slowed/slurred speech. The deputy had Defendant exit the vehicle and conducted field sobriety testing. Defendant asked the deputy if they could skip the field sobriety testing because he knew he was drunk and wanted to make the process easier for both of them. During the tests the deputy observed multiple clues of impairment.
Defendant then provided a preliminary breathalyzer sample of.214 BAC. The deputy then placed Defendant under arrest and conducted a search incident to arrest, locating a bag containing a white powdery substance in Defendant's front left pant pocket. Defendant was then transported to conduct a DMT which provided a value of.18. The substances were later processed and field tested positive for 7.2 grams cocaine with packaging. At present, Defendant is not in custody.
