This case involves a law enforcement encounter.
On March 30, 2026, at approximately 8:15 PM, officers from the Spring Lake Park Police were dispatched to the area of 82nd Ave and Cleveland St, city of Spring Lake Park, county of Anoka, Minnesota, for a shots fired report. Prior to arriving, officers had received multiple reports of shots being fired, with one reporting that he witnessed his neighbor, Vicente Lara Munoz [DOB REDACTED], Defendant herein, outside shooting a firearm and that Defendant was intoxicated. While walking around the trailer homes, officers heard two shots being fired from close to a residence.
In response, officers left the area and created a nearby staging point. While at the staging point, officers spoke to L. C. B. M., Witness 1 herein, who reported that her roommate is Defendant. Witness 1 reported that she arrived home from work around 4:00 PM. While making food in the kitchen she observed spent shell casings. Witness 1 reported that she when she was in her bedroom she heard six gun shots, though she initially thought the sounds were a hammering or power tool. Around this time Witness 1 received a phone call from her neighbor to the south, H. H. R. G., Witness 2 herein, who told her that Defendant had been firing a handgun.
Shortly after speaking to Witness 2, Witness 1 heard Defendant inside the residence and heard Defendant fire two shots. In response, Witness 1 locked her bedroom door and called Witness 2 because she was scared. Police later contacted Witness 1 and instructed her to crawl out of her bedroom window and run towards a police officer, which she did. Defendant was taken into custody inside the residence. A search warrant was executed on Defendants residence located on Cleveland St NE. Inside the residence officers located a total of ten (10) spent shell casings from a.357 magnum, as well as one live.357 magnum ammunition on the kitchen floor.
In the back bedroom officers located a.357 magnum (Serial Number RH17094) and two live.357 ammunition rounds. Inside the closet officers located a silver 12 gauge shotgun (Serial Number R179320). On the dresser, officers located five (5) 12 gauge shotgun slug shots, twenty-four (24) 12 gauge game load shots, and a box of 100 rounds of.223. In a tan bag in the corner of the room officers located a M16 rifle (Serial Number M4-0434985), and two M16 magazines.
