On January 18, 2026, at 11:00 P.M., Saint Paul Officers responded to an underage party involving drinking in a community room in an apartment building on the 2400 block of Territorial Road, Saint Paul, County of Ramsey. The complainant reported several juveniles possessed firearms. Officers arrived and observed approximately thirty to forty juveniles at the party, some appearing intoxicated. Additional juveniles were in the community room and some were carrying containers that looked like alcohol containers.
An officer observed a male-later identified as SEBASTIAN DANIEL GONZALEZ, [DOB REDACTED]- in a hallway. GONZALEZ immediately turned around and walked away. There was a strong odor of marijuana in the hallway GONZALEZ was in. GONZALEZ carried a black jacket with both hands underneath it. When asked what he had in the jacket, he responded, “nothing.” GONZALEZ was told to drop the jacket. As the jacket hit the floor, a thud was heard. GONZALEZ held a backpack. When asked, GONZALEZ said he had cocaine in his pocket and a firearm in the jacket.
Suspected cocaine was located in GONZALEZ’s jeans pocket. A handgun-Smith & Wesson M & P.40- was found in the front left pocket of the black jacket GONZALEZ dropped. The frame of the firearm was 3D printed and did not have a serial number. The firearm had a magazine that contained several rounds, no round in the chamber. Two bags of suspected cocaine were located in GONZALEZ’s wallet. A clear plastic bag contained suspected cocaine weighing 4.9 grams (located in wallet); suspected cocaine weighing.8 grams (located in wallet); suspected cocaine weighing 1.1 grams (located in right pants pocket); suspected marijuana, 3.5 grams (located in backpack); five Switch brand THC cartridges located in black backpack.
Two rolled up one-dollar bills were found in the wallet. After a Miranda advisory, GONZALEZ spoke to an officer. He said he did not know who owned the firearm. He said he found the firearm under a bridge approximately one month prior, and he carries it for protection. GONZALEZ said the firearm had three live rounds in the magazine, and did not have a round in the chamber. He admitted he does not have a permit to carry the firearm. GONZALEZ admitted the substance in the baggie was cocaine. GONZALEZ said he uses cocaine, but does not sell it.
GONZALEZ said he had approximately one 8-ball between the bag located on him and the two bags in his wallet. A DNA sample was collected from GONZALEZ. GONZALEZ does not have a permit to carry a firearm. Presumptive tests were conducted on suspected drugs.
