On or about June 2, 2026 at approximately 3:03 P.M., Minneapolis officers received a report of a person with a gun at Chicago Avenue and Franklin Avenue in Minneapolis, Hennepin County, Minnesota. The report came from the Hennepin County Sheriff’s Office (“HCSO” herein). An HCSO deputy reported that he had been flagged down by a concerned citizen, and this citizen said they saw a black male in an orange construction vest with a gun. The citizen said this male’s front right pocket looked heavy. The citizen said the male pointed the gun, and he was standing near the Golden Fingers restaurant.
Officers arrived on scene and located a male matching the description given by the concerned citizen standing outside the Golden Finger restaurant. This male was identified as ANDRE LEE HILL (“Defendant” herein). Officers pat frisked Defendant and recovered a Ruger 5.7 semi-automatic handgun from Defendant’s right pocket. The Ruger’s serial number was 64143527. Officers noticed that the gun had a magazine inserted with armor style piercing rounds. Officers arrested Defendant and transported him to the Hennepin County jail.
In a post-Miranda interview, Defendant told officers that he had gone to the Golden Fingers restaurant to eat, and he saw H. S. (“Victim 1” herein) at the restaurant. Defendant told officers that he knows Victim 1 from a PCA program, and he believed that Victim 1 was doing “fraudulent things.” Defendant said he lives in the same housing unit as Victim 1 through the PCA program. Defendant stated he “brought” the gun to Victim 1 and he was going to “smack the s*** out of him with it.” Defendant said he approached Victim 1 in the restaurant, told Victim 1 he had a gun on him, and told Victim 1 he was going to “smack the s*** out of him” with the gun because Defendant was “tired of him lying.” Defendant admitted that he lifted his shirt and let Victim 1 see the gun in his waistband.
Officers spoke with D. W. (“Witness 1” herein). Witness 1 stated she is Victim 1’s wife. Witness 1 stated Victim 1 owns the Golden Fingers restaurant. Witness 1 said she observed Defendant inside the restaurant demanding free food, and Victim 1 told him “no” and asked him to leave. Witness 1 said Defendant produced a gun from his waistband and pointed it at Victim 1. Officers spoke with A. D. (“Witness 2” herein). Witness 2 told officers that he saw Defendant “pull the gun” on Victim 1. Witness 2 said he intervened to de-escalate the situation, and he touched the gun Defendant was holding in an effort to make Defendant lower the gun.
Witness 2 said Defendant left the restaurant after this. Officers also spoke with M. E. (“Victim 2” herein), who works as a personal care assistant at the home where Defendant lives. Victim 2 told officers that Defendant pointed a gun at her earlier in the day, around 12:00 P.M. Victim 2 said Defendant approached her vehicle and was rambling about wanting money, saying “you have all the money.” Victim 2 said she sat quietly, and Defendant walked away. Victim 2 said she feared for her safety. Defendant remains in custody.
