On May 2, 2026, at approximately 6:47 P.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, on a report of an unknown male coming out of the complainant’s address and being detained by the complainant’s husband. Upon arrival, police met with the complainant, YBP-U, who said she and her husband, MAU-A, came home from dinner when she tried to enter the front door but found it locked. MAU-A left the front door unlocked, so he went around the side of the house to find another way inside the home.
YBP-U waited by the front door. YBP-U said that the suspect, later identified as SUMENG VANG – [DOB REDACTED], opened the front door, pushed her in the chest with both hands, and tried to run past her. YBP-U stated that VANG had an Aldi’s bag filled with their belongings around his shoulder. YBP-U reported that VANG tried to run away but MAU-A grabbed VANG by the shirt and held him down until police arrived. YBP-U was crying and shaking and told police that she was fearful about going back into the house because VANG said there were more people inside the house.
The bag of stolen property was returned to YBP-U and MAUA. There were several drawers open throughout the house and items were scattered along the floor. Police spoke with a witness, HK, who reported that she saw VANG walking around the neighborhood carrying a backpack and what appeared to be an orange tool in his hand. HK said VANG was talking to himself, and several neighbors told him to leave. HK reported that VANG grabbed her trash bag from her garbage can. While running away, VANG said something about needing to save the world.
HK stated that VANG jumped over the fence into the backyard of [ADDRESS REDACTED]. HK reported that VANG went into the garage, peered into the back door of the house, then disappeared. HK noticed that the door to the house that was previously open was closed. The investigator went to the Ramsey County Jail to speak with VANG but was informed by corrections officers that VANG declined to come out of his holding cell. The following information is offered for purposes of Rule 6.02. VANG has a pending case involving charges of Third Degree Burglary and Possession of Burglary or Theft Tools in Ramsey County District Court File No. ••-CR-••-••••. VANG is out of custody on a conditional release.
