That on August 26, 2025, at approximately 1:21PM, Bloomington police were working a liquor compliance detail with a 20 year old female operative, who had a valid MN DL with her true name, photo and data showing that she was clearly 20 years old. The known operative entered the Merwins Liquor store located at [ADDRESS REDACTED] S Bloomington, in Hennepin County, Minnesota. She purchased a 6-pack of 16 ounce cans of Coors Light beer, paying $8.91. The operative left the store and returned to my vehicle with the purchased beer, receipt and monetary change.
The operative reported that a sale was made. Her age was not asked and that her ID was not requested. The clerk who sold was a female, over 30 years of age and had grey hair. A detective returned to the store with the monetary change, receipt and beer. The detective spoke with the clerk who sold the beer, who was identified via MNDL as being Wendy Carol Willett [DOB REDACTED]. She stated that she was in trouble. The detective explained that she failed to ID the purchaser who was under age. She reported having a previous violation approximately 5 years prior for cigarettes.
Based on the above, your complainant states that on August 26, 2025, within the corporate limits of the City of Bloomington, Hennepin County, State of Minnesota, Wendy Carol Willett, then and there being, did violate the above-listed provisions.
