That on or about September 2, 2025, at approximately 23:48 hours, Minnesota State Trooper G. C. Was on duty and observing traffic while at a red light of the exit ramp from I-94 westbound, to Dowling Avenue, in the City of Minneapolis, Hennepin County, Minnesota when he observed a vehicle enter the intersection quickly going eastbound, on a clear red light. The trooper turned westbound to be behind the vehicle, which was now waiting at the red light on Dowling Avenue N./Washington Avenue N. And observed that the vehicle stopped beyond the solid white line and had its tires on the pedestrian crosswalk.
The trooper activated his emergency lights to initiate a traffic stop of the vehicle (Nissan Sentra MN #ZLW203); the vehicle stopped just north of Dowling Avenue and Washington Avenue N. Before the trooper exited his squad car, he looked inside the vehicle from a distance and observed several heads from individuals that did not appear to be wearing seatbelts. When the trooper approached the driver’s window he asked the driver for his driver’s license. In Spanish the driver responded that he did not have a driver’s license.
The driver later identified himself as JEREMI SUAREZ SANTOS, [DOB REDACTED], Defendant herein. Defendant is 16 years old. Trooper G. C. Conducted the rest of their interaction in Spanish, and Defendant told the trooper that he did not see the red light and apologized for going through the red light. While the trooper was speaking with Defendant, he observed a strong odor of a consumed alcoholic beverage and that Defendant had slurred speech and bloodshot watery eyes. The trooper asked Defendant about his alcohol consumption earlier that day and he denied consuming any alcohol.
The trooper asked Defendant to exit the vehicle to conduct Standardized Field Sobriety Tests (SFSTs). The officer performed the Horizontal Gaze Nystagmus (HGN) test and Walk and Turn test on Defendant. The trooper attempted to administer the One Leg Stand (OLS) test on Defendant, but because Defendant was struggling with balance, the trooper stopped the OLS test. The trooper was able to administer a Preliminary Breath Test (PBT) on Defendant, revealing a reading of.147. Based upon the on the above observations and Defendant’s performance on the above tests, Defendant was arrested for DWI. Trooper G. C. Observed that there were 6 additional occupants in the vehicle, including an infant, D. G. [DOB REDACTED], who was not properly belted and was being transported in the arms of one of the passengers.
The trooper observed that all the passengers, except the infant, reeked of alcohol and had bloodshot/watery eyes. The trooper also observed that there were several empty Modelo cans in the vehicle and two 24-packs of Modelo beer in the trunk. 4 ••-CR-••-•••• Filed in District Court State of Minnesota 11/3/2025 Trooper G. C. Transported Defendant to the Golden Valley District Office for a breath test. The trooper read Defendant the Motor Vehicle Breath Test Advisory and Defendant elected not to speak to an attorney and agreed to the breath test.
