On April 4, 2026, at 12:45 A.M., Officer Mihigo was driving east on 5th Street, approaching a red light on Robert Street, Saint Paul, County of Ramsey, when he observed a 2015 white Chevrolet Traverse in front of him. The vehicle was proceeding slowly into the intersection against a red light. The vehicle made a left turn to go north onto Robert Street and failed to signal its turn at least 100 feet before beginning to make the left turn. The vehicle activated the turn signal as it was making the turn.
Officer Mihigo activated squad emergency lights and sirens. The vehicle stopped on Robert Street, north of 6th Street. Officer Mihigo approached the vehicle. The front seat passenger said they ran the red light because the officer stopped them. The driver (who was later correctly identified as ALISA DARLETTE SCHAMPALE BROWN, [DOB REDACTED]) said she ran the red light because she was scared and did not know she was the one being pulled over. BROWN said she did not have a license and verbally identified herself as B. Brown, dob XX-XX-1992. She said the vehicle belonged to the front seat passenger and she did not have proof of insurance.
The name BROWN provided to not match the DVS photo of the name and date of birth given by BROWN. After checking the photo again and looking for arrest photos, Officer Mihigo told BROWN to give her correct name or she would go to jail. BROWN then stated her name is Alisa Brown. BROWN was asked to exit the vehicle and was handcuffed. The DVS photo matched the name and birth given -ALISA BROWN. BROWN’s driver’s license was cancelled inimical to public safety. BROWN was searched on scene. At the jail, BROWN was asked if he had anything hidden on her or that was missed by officers during the search, and she said, no.
An officer performed another search of BROWN at the jail, and drugs were not found at this time. Later, at the jail, Saint Paul, County of Ramsey, Correctional Officer Williams (CO WILLIAMS) was going to perform an unclothed body search of BROWN when she noticed a bag between BROWN’s leg. When asked what it was, BROWN said she had something inside her private area. BROWN removed the bag and other baggies with a white powdery substance also fell. Officer Kinn conducted presumptive tests on suspected drugs, Item #1, labeled white powdery substance, result positive cocaine, net weight 2.42 grams.
