On September 24, 2025, officers were dispatched to Ulta located at 8338 Hwy 7, St. Louis Park, Hennepin County, Minnesota, on a report of a theft in progress. The reporting party indicated that the suspect entered the store and selected several testers and bottles of fragrances valued at $598. The store did not give permission for the suspect to take the items. The reporting party provided a still photo of the suspect who appeared to be a black male with a mustache in his early 20s who was wearing a blue Nike hooded sweatshirt.
The reporting party provided a video that showed the suspect kneel down, select several items, and place them under his clothing. Another video showed the suspect leaving the store with what appears to be items in his sweatshirt pocket. Law enforcement circulated the still photo of the suspect and received a tip from another agency indicating the person to be RICKEY OCTAVIAN JOHNSON Jr., DEFENDANT herein. Law enforcement compared criminal history associated with the DEFENDANT with the Ulta surveillance footage and determined that the DEFENDANT was the suspect in this case based on physical characteristics.
The DEFENDANT was convicted on May 15, 2025, of theft under Minn. Stat. 609.52 in Court File No. 27- CR-23-21718. The DEFENDANT is not currently in custody.
