Law enforcement received notification that Spidel Wayne Browder, [DOB REDACTED] (Defendant herein), had registered the address of [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota as his place of residence with the Minnesota Bureau of Criminal Apprehension (BCA) with his 10/26/25 verification packet. The verification packet dated 10/26/25 included a 27-point duty to register packet. The Defendant acknowledged and initialed his requirements to register in this packet, which he sent back to the BCA with the above listed address.
One of the requirements the Defendant initialed is that he must register all changes to his primary address and register weekly if he is homeless. On April 8, 2026, Law enforcement spoke with residents and the property owner of [ADDRESS REDACTED], and they confirmed that the Defendant does not currently live there. On April 14, 2026, law enforcement met with the Defendant, and he initially told law enforcement that he lived at [ADDRESS REDACTED] despite law enforcement telling him that the property owner and residents said he does not.
Eventually, the Defendant said he is out on the street or at various homes of friends when describing his living situation, which would require a weekly registration. The Defendant was previously convicted of a Predatory Offender Registration Violation under Minnesota Statute 243.166.5(a) in court file number 27-CR-19-18622. The Defendant is in custody.
