On November 9, 2025, officers were dispatched to an apartment complex located at 19XX East 86th Street in the City of Bloomington, County of Hennepin. Upon arrival they learned from victim [NAME REDACTED] that two of A. A.'s packages had been stolen. One had been stolen from the mail room of the complex, the other from the front office. The package delivered to the mail room was delivered on 11/5/2025 and contained three paint cans identified as Spectral Paints. Officers reviewed surveillance video of the mail room from November 6, 2025. They saw an individual, later identified as JESSICA ROSE STUMM [DOB REDACTED], Defendant herein, enter the mail room, select A. A.'s package, and leave.
Defendant was identified through, among other things, her distinctive tattoo. On January 13, 2026, officers executed a search warrant on Defendant's residence. Inside they found A. A.'s package with the Spectral Paints. Defendant was on conditional release for felony mail theft at the time of this offense. See 27-CR-25-23097. Complainant respectfully requests a higher amount of bail due to her continued criminal activity.
