On March 17, 2026, at approximately 11:40 PM, officers of the Rochester Police Department were dispatched to an assault at a residence on E Center Street in Rochester, Minnesota. Upon arrival Ofc. Ramthun observed Sgt. Rinn of the Sheriff's Office with an unconscious male in a snow pile. The male, Justin Taylor Duangvela-Noiheuan ([DOB REDACTED]), Defendant herein, appeared intoxication and was unresponsive at times. Defendant was also vomiting. Ofc. Ramthun observed a box cutter next to Defendant and seized it.
Ofc. Satzke spoke with Victim 1- an adult male fully identified in police reports. Victim 1 reported that he had received a phone call from Victim 2- a juvenile female fully identified in police reports. Victim 2 was crying and Victim 1 could hear a male voice in the background. Victim 2, in a video call, showed Victim 1 a "knot" on her face. About 20 minutes later, Victim 2 called again and Victim 1 heard more arguing and fighting with an unknown male. The male then threw Victim 2's phone. Victim 1 took an Uber to Victim 2's residence and arrived to hear her screaming.
Victim 2 opened the door and Victim1 saw Defendant inside. Victim 1 told Defendant to leave, but he refused. Victim 1 stated that Defendant eventually walked down the stairs to leave, but then asked Victim 1 to retrieve his shoe. Victim 1 refused, suspecting that Defendant might attack him. Defendant became agitated and tried to re-enter the residence. Victim 2 attempted to push Defendant out, and at this point Defendant began brandishing a box cutter. Victim 2 attempted to calm Defendant down. Victim 1 went back into the residence to get his phone and then heard Victim 2 screaming again and observed Defendant on top of Victim 2 holding the box cutter.
There was blood on the ground and Victim 1 pushed Defendant off of Victim 2. Defendant tried to cut Victim 1 on the legs, but his pants prevented injury. Victim 1 began restraining Defendant by holding his knife-hand down. Ofc. Walters spoke with Victim 2. Victim 2 said she had invited Defendant over to help her clean up her house, and drink, but Defendant began acting erratically. Defendant pushed her from behind which resulted in her hitting her head. Victim 2 called Victim 1 to assist in getting Defendant to leave.
Defendant also struck Victim in the head with either a punch or open hand. Defendant also cut her with a box knife in multiple places. Victim 2 had a large cut on her right knee, cuts on her left arm, and a noticeable bump on her forehead. Victim needed stitches for a laceration on her leg. Defendant was transported to St. Mary's Hospital.
