On February 17, 2026 at approximately 9:11pm, Officer Braden Holty observed a vehicle driving with its headlights off. Officer Holty attempted to notify the driver by flashing his squad lights several times. The vehicle continued traveling south on Broadway Ave within the City of Rochester, in Olmsted County, Minnesota. Officer Holty pulled behind the vehicle and it engaged in unusual driving conduct, including sharp u-turns and parking across several spaces. Officer Holty initiated a traffic stop and approached the vehicle.
The driver was identified as Bailey Rae Horihan [DOB REDACTED] via Minnesota state identification card. Officer Holty confirmed that she was cancelled -- inimical to public safety and placed Horihan under arrest. In a search incident to arrest, officers found a hollow pen with apparent narcotic residue. Given Horihan's known history with narcotic use, the paraphernalia, and Horihan's unusual driving conduct, officers believed there might have been narcotics in the vehicle. After reading Horihan her Miranda rights, she admitted there were was fentanyl in the vehicle and explained where officers could locate it.
Officers located the fentanyl and tested it. The substance was presumptively positive for fentanyl and weighed.22 grams. Horihan was convicted under Minn. Stat. 152.025 in ••-CR-••-••••.
