Notice: Pursuant to Minnesota Rule of Criminal Procedure 7.02, the prosecution provides notice that, at trial, the State will offer evidence of the following offenses, in addition to the offense herein charged, for the purpose of proving the motive, intent, preparation, plan, and identity of the perpetrator. ••-CR-••-•••• On 8/24/17, police stopped a stolen vehicle and arrested the occupants, including passenger BURT, who was in possession of a broken key. BURT admitted driving the vehicle and knowing it was stolen.
He said he got the vehicle from an acquaintance; “Sasha.” Burt was charged with, and pled guilty to, Receiving Stolen Property. ••-CR-••-•••• On 6/6/21, BURT was arrested while slumped behind the wheel of a stolen vehicle that was not displaying license plates. BURT said his friend “Vanessa” gave him the vehicle because she felt sorry for him. BURT was charged with, and pled guilty to, Auto Theft. Current offense: On 5/18/26 at about 0838 hours, St. Paul Police responded to a report of a motor vehicle theft.
The vehicle’s owner, EL, said that sometime after 0400 hours someone stole his 1997 Honda CR-V (MN/RMB878) from [ADDRESS REDACTED] E in St. Paul, Ramsey County. EL said the vehicle was stolen without keys. The next day, at about 0916 hours, Investigators with the Ramsey County Sheriff's Office Carjacking and Auto Theft (CAT) Unit spotted the stolen Honda near Whitall St and Burr St in St. Paul, Ramsey County. They placed the vehicle under surveillance, saw that it was occupied, and saw that its brake lights were periodically turning on and off.
They initiated a vehicle interdiction technique (VIT) and blocked the vehicle in. The driver, and sole occupant, was identified as Jerrell Deshawn BURT [DOB REDACTED]. When taken into custody, and without being questioned, BURT said: “I didn't go out and take this vehicle…It was given to me…I have a legit vehicle…I don't do all that…I knew when I saw you guys the first time…That's why I stopped.” While searching the vehicle, Investigators saw that its ignition had been visibly tampered with. Auto thieves commonly damage a vehicle’s ignition so it can be driven without a key.
Investigators also found a bag of BURT’s personal items on the front passenger seat. During a post-Miranda interview, BURT said that he saw law enforcement and decided to stop. He said "if it's a stolen vehicle, it is what it is but, I didn't take it. I stopped doing that s*** years ago." BURT said that the night before he was biking on Rice St when he saw a friend named "JOEY" who said he had a car for him. BURT said “JOEY” checked "online and showed me it was legit, it wasn't stolen." BURT could not provide any identifying information for “JOEY.” With regard to the damaged ignition, BURT said "Yeah that threw me off" and "I was already iffy about the vehicle." BURT also admitted that he was using a screwdriver to start the vehicle and when he saw law enforcement he was going to walk away because "it ain't my car." BURT said he knew that taking the vehicle from “JOEY” was "not a smart idea" but he was "thirsty" and "tired of walking." BURT said he slept in the vehicle then drove to Whitall St and Burr St where 2 ••-CR-••-•••• Filed in District Court State of Minnesota 5/20/2026 Investigators arrested him.
