Your complainant is employed by the Columbia Heights Police Department. In that capacity, complainant has reviewed official reports filed and has learned substantially the following: On November 15, 2025, Officer Austin and CSO AHA, [DOB REDACTED] were conducting alcohol compliance checks at businesses in the City of Columbia Heights. At approximately 5:02 pm, CSO AHA entered Jimmy’s Billiards, [ADDRESS REDACTED] NE, Columbia Heights, Anoka County, Minnesota, and purchased a Corona beer for $5.00 from the male employee later identified as Joel Randall Conom, [DOB REDACTED], the defendant herein.
AHA advised he exited the store with the beer and advised Officer Austin that the defendant asked for his ID after the purchase and did not comment or question the ID before completing the sale. Officer Austin then entered the establishment, made contact with the Defendant. Officer Austin spoke with the Defendant who stated he was unaware AHA was under the age of 21. Officer Austin advised the Defendant that he would be charged by formal complaint at a later date.
