Your Complainant, of the Nicollet County Sheriff's Office, has reviewed the reports in this matter and states upon further information, investigation, and belief as follows: On September 5, 2025, Off. Mitchell of the Winthrop Police Department met with Witness 1 regarding a report against MATTHEW LOGAN NEYERS (hereinafter “Defendant”), [DOB REDACTED]. Witness 1 stated that, earlier in the day, she had entered Defendant’s residence to pick up an item, and, while picking up the item, she accessed a phone belonging to Defendant.
Witness 1 reported that, after she accessed the phone, she saw that the phone contained numerous videos of individuals who did not appear to be aware they were being recorded. The recordings appeared to have been captured from outside the individuals’ residences through their windows. Witness 1 stated Defendant appeared to try and record videos around blinds and curtains. Witness 1 described three videos that she had reviewed. In the first video, Witness 1 had seen a woman in a bathroom wiping herself.
In the second video, Witness 1 had seen a woman in underwear doing her hair. In the third video, Witness 1 saw a woman that appeared to be preparing for a shower. Witness 1 stated the oldest video she saw on the phone was from September 2024 and the most recent video was from August 2025. Witness 1 told Off. Mitchell that she confronted Defendant about the contents of the phone. Witness 1 said Defendant responded with suicidal remarks and by implying that Witness 1’s statements meant that he lost his children.
Off. Mitchell ultimately conducted a welfare check on Defendant. Defendant denied suicidal ideations, but told Off. Mitchell that he felt ashamed. Pursuant to a search warrant, a mobile extraction was conducted on the phone that Witness 1 had accessed. On October 3, 2025, Off. Mitchell reviewed the results of the extraction and noted that the phone contained multiple still images and over thirty videos that appeared to have been recorded from outside of various residences and capturing multiple different women in various states of dress and undress.
Many of the recordings were taken through windows of bathrooms or bedrooms. Some of the photos depicted nudity and some were obscured by curtains and blinds. In many videos, the camera was actively maneuvered to record through gaps in curtains and blinds. In two of the recordings, the camera was turned on the individual conducting the recording. In these recordings, the image of the individual conducting the recording appeared to match Defendant’s description. On October 13, 2025, Off. Mitchell, again, spoke with Witness 1 via telephone.
During the phone call, Witness 1 stated she viewed a social media account belonging to Defendant and found a woman (hereinafter “Victim”) who appeared to match one of the victims recorded on Defendant’s phone. Witness 1 sent photos of Victim that Witness 1 saw on Victim’s social media account to Off. Mitchell. Witness 1 further relayed information that it appeared Victim’s last residence was listed as the City of Lafayette, County of Nicollet, State of Minnesota. Off. Mitchell reviewed the images of Victim that Witness 1 had provided and confirmed Victim [NAME REDACTED] individuals that was captured in the recordings on Defendant’s phone.
