Officers learned COUET had an active felony warrant and placed him under arrest. While conducting a search incident to arrest, officers located a small plastic baggie containing a white, crystal-like substance in a cross-body bag he was wearing. This substance was weighed and tested to be.69 grams of Methamphetamine. COUET was in a police squad car prior to being transported to the Washington County Jail in a second squad car. When being moved from the first squad to the second, officers located a ripped, blue plastic baggie on the floorboard and noted a white crystal-like substance all over the floor.
This substance was unable to be collected by did test positive for Methamphetamine. COUET was then moved to the second squad vehicle. Upon arrival to the Washington County Jail, the Community Service Officer handling the transport located another plastic baggie on the floorboard with a white crystal-like substance inside. They also noted this substance was all over the floorboards. This was later weighed and tested to be.75 grams of Methamphetamine.
