On December 22, 2025, officers began investigation into a report of a mail theft from [ADDRESS REDACTED] in the City of Bloomington, County of Hennepin. The reporting party, victim [NAME REDACTED], stated that a package that had been delivered to the apartment's mail room on December 19, 2025, had been stolen. The stolen package contained a Christmas gift for T. B.'s child. Officers reviewed surveillance footage of the mail room from December 20, 2025. They saw an individual, later identified as JESSICA ROSE STUMM [DOB REDACTED], Defendant herein, select T. B.'s package and leave the mail room.
Defendant was identified through, among other things, her distinctive tattoo. Officers executed a search warrant on Defendant's residence. In her residence officers found: • A Minnesota driver’s license in the name of I. A. H.; • a social security card in the name of T. C. O.; • two passports in the names of P. D. L. And C. W. V; • four other Minnesota driver’s licenses in different names; • three Minnesota E. B. T. Cards in different names; • a Visa debit card in the name of J. L. P.; and, • a Visa rewards card in the name of O. R. Investigation is ongoing and the State may bring further charges.
Defendant was on conditional release for two felony cases in Hennepin County when this crime occurred. See 27-CR-25-31338 and 27-CR-25-23097. Defendant failed to appear for an omnibus hearing in those matters on 1/5/2026. Complainant respectfully requests a higher bail amount based upon Defendant's non- compliance with conditional release and continued failure to remain law abiding. Defendant is in custody in Hennepin County.
