Your Complainant is an Officer with the Owaotnna Police Department. Investigation has revealed that on March 18th, 2026, at approximately 4:11 AM, Officer Metcalf was traveling Southbound on St. Paul Road approaching 14th Street Northeast in Owatonna, MN, County of Steele. Officer Metcalf observed a vehicle traveling North on St. Paul Road approaching 14th Street Northeast at a high rate of speed. Officer Metcalf initiated his radar, which indicated 55 MPH in a 30 MPH zone with a high, crisp tone.
Officer Metcalf was able to lock a speed of 49MPH. Officer Metcalf got behind the vehicle and observed the MN registration to be LIC/PRS745. Officer Metcalf initiated a traffic stop on the vehicle, which pulled into 512 14th Street Northeast, Owatonna, MN. Officer Metcalf made contact with the driver, who was later identified as Josiah Roy Schrom (DOB: 08-08- 2003). As Officer Metcalf was speaking with Schrom, he observed a THC vape pen on Schrom's lap; there was a marijuana leaf on the pen. Officer Metcalf smelled the odors of marijuana and an alcoholic beverage emitting from the vehicle.
Officer Metcalf observed that Schrom was slurring his words as he spoke with him. Officer Metcalf also observed that Schrom had bloodshot/watery eyes. Officer Metcalf immediately requested a backup unit for a vehicle search and standardized field sobriety tests. Officer Metcalf asked Schrom to step out of the vehicle based on his observations. Schrom asked why and Officer Metcalf explained it to him. Schrom then said, "I am not allowing that." Officer Metcalf then told Schrom to step out of the vehicle.
Schrom stated he would like a search warrant and refused to exit the vehicle. Officer Metcalf then told Schrom that he was giving him a lawful command to exit the vehicle. Schrom then rolled up his window and placed his vehicle in reverse. Schrom accelerated in reverse out of the driveway, almost striking a patrol vehicle. Schrom took off Westbound on 14th Street Northeast towards St. Paul Road. Officer Metcalf immediately informed dispatch that Owatonna would not be in pursuit because the driver's identity was known.
Officer Metcalf observed Schrom almost strike an unknown pickup truck and another patrol vehicle. Officer Metcalf observed Schrom traveling at a very high rate of speed, visually appearing to be over 80 MPH. Officer Metcalf heard the vehicle's engine revving due to its speed. All the Owatonna units did not have their lights on and proceeded toward the vehicle. Officer Malepsy informed that the vehicle had crashed at [ADDRESS REDACTED] North. Officer Metcalf arrived at the scene and observed that Schrom's vehicle had crashed into the garage and the house.
Due to the damage, it appeared he had crashed at high speed. Officers cleared the vehicle and observed that Schrom was not inside. Officer Malepsy observed footprints in the snow leading from the vehicle. Officer Malepsy and Officer Metcalf followed the footprints in the snow. Dispatch stated that someone called 911, reporting a male at their back door. Dispatch stated the address was [ADDRESS REDACTED]. After searching that area, dispatch provided the correct address: [ADDRESS REDACTED]. These addresses were just West of the crash location on the next road over.
