On November 16, 2025, at 11:59 PM, Officer Satele of the Blaine Police Department observed a black Audi A3 Sportback (MN/5CX637) unable to maintain its lane of traffic and was weaving within its lane, crossing over the fog line onto the shoulder, and over the divider line while traveling north on Central Ave NE near 109th Avenue NE. The officer activated his emergency lights and the vehicle stopped near 117th Avenue and Central Avenue NE in Blaine, Anoka County. The driver was identified by her MN driver's license as Tegan Sun-Young Todd [DOB REDACTED], the defendant herein.
Officer Satele could smell the odor of alcohol coming from the defendant and observed slurred speech and bloodshot and watery eyes while speaking with the defendant. The defendant admitted to the officer that she had drank 3 cocktails earlier. The defendant agreed to perform standardized field sobriety testing with the first test being the Horizontal Gaze Nystagmus test. Satele observed a lack of smooth pursuit and distinct and sustained nystagmus in both eyes. The defendant failed the walk and turn test, and the one leg stand test.
The last test was the preliminary breath test and the defendant provided a sample breath which registered a 0.154 BAC. The defendant was arrested for probable cause driving under the influence. The defendant told officers she had a large amount of cash inside her wallet and requested the wallet be taken with her to jail. During an inventory search of the vehicle, Officer Ramaley located a brown wallet on the driver's seat. Inside were several bills that had been rolled into tight tubes with white powdery residue and a bindle consistent with the use of narcotics.
Inside one of the bindles was a small amount of a white powder substance that field-tested positive for cocaine. Inside a brown "Juicy Couture" bag on the passenger seat, the officer found an envelope of cash and a clear vial that contained suspected cocaine. The defendant was transported to the Blaine Police Department and was read the breath test advisory. The defendant stated she understood the advisory and declined to speak with an attorney. The breath test was administered, and the result was 0.15 at 0054 hours.
The white powdery substances located in the defendant's vehicle were tested at the forensic laboratory and were positive for cocaine, weighing 0.520 and 0.043 grams.
