On December 14, 2025, the Blaine Police Department received a report of theft from Walmart, "Victim" herein, located at [ADDRESS REDACTED] NE, city of Blaine, county of Anoka. A loss prevention employee of Victim reported that the previous evening, a male, later identified as CODY TERRANCE ROBERT MAZNIO [DOB REDACTED], "Co-Defendant" herein, and a female, later identified as CHANDRA RAY JOAN ANCKE [DOB REDACTED], "Defendant" herein, had entered the store, selected multiple high-dollar electronics items and placed them in a shopping cart.
Defendant then exited the store, entered a black Volkswagen Beetle with a missing driver's side headlight, and drove to a fire exit on the south side of the store. Defendant backed the vehicle up to the fire exit door, removed a shovel, and shoveled a path through the snow to create access to the fire exit. Co-Defendant remained in the store with the merchandise and then pushed the shopping cart out of the fire exit, having made no attempt to pay for the merchandise. Defendant and Co-Defendant then loaded the merchandise into the vehicle and drove away.
The total loss to Victim was $2,119.12. Victim loss prevention employees provided law enforcement with internal and external surveillance videos of the theft and stated that they had identified Defendant. Law enforcement reviewed a DMV photograph of Defendant and confirmed that it was an exact match to the female suspect on surveillance. Law enforcement learned that Defendant was involved in another reported theft at Cub Foods in Coon Rapids on December 5, 2025, and reviewed surveillance video in that case.
Officers observed that Defendant was wearing the same coat during both thefts and that during the Cub Foods theft she was driving a black Volkswagen Beetle with MN License #DHD 393. Law enforcement went to Defendant's home address and observed that the suspect vehicle, including the missing driver's side headlight, was parked in front of the residence. Law enforcement provided still photographs of Defendant from the thefts to her Ramsey County Probation Officer, who also positively identified Defendant.
During the Cub Foods theft, Defendant was with a male that Coon Rapids PD had initially identified as B. T. M., however upon comparing photographs it was determined that the male suspect was not B. T. M. In comparing a booking photo of Co-Defendant, the brother of B. T. M., with the surveillance video, it was determined that he was a match. Law enforcement spoke with B. T. M. Who confirmed that Co-Defendant often uses his name when attempting to evade law enforcement. During the theft at Walmart, Co- Defendant was wearing the same multi-colored running shoes, brown coat with a logo over the left chest pocket, and a gray stocking cap and had the same shaggy long brown hair as observed during the Cub Foods theft.
