On October 4, 2025, at approximately 1:52 P.M., while in the City of Duluth, County of St. Louis, State of Minnesota, Duluth Police Officer Maddyson Robertson was dispatched for an attempt to locate (ICR #25152764) located at [ADDRESS REDACTED]. Dispatch advised officers the reporting party stated the driver identified as Camilio Jay Urrutia [DOB REDACTED], hereinafter "Defendant," was driving in a white Lincoln MKZ, bearing Fond du Lac license plates MMIR595, without a license or insurance. Officer Robertson has arrested Defendant twice for Driving After Cancellation - Inimical to Public Safety and confirmed that Defendant's driving status was still DACIPS. Officer Robertson observed the vehicle and the driver of the vehicle and identified him as a Defendant.
The officer could see Defendant was trying to cover his face with his left arm. The officer activated the squad's emergency lights and attempted to get behind him in traffic to stop him. Defendant made it to Mulberry Street and the officer had to flick the siren on and Defendant eventually pulled off to the side. The officer approached the driver's side of the vehicle and Defendant rolled down the window and said, "I literally was just getting off work, can you please just give me one chance". Defendant was unable to produce proof of insurance, but said he had it through Progressive.
Defendant was advised he was placed under arrest and transported for book and release at the St. Louis County Jail. A warrant is being sought due to Defendant continuing to drive and a blatant disregard of his driving status, which was canceled due to inimical to public safety.
