On January 17, 2026, at approximately 5:47 PM, Officer Charlton and Officer Peterson were on routine patrol in Northwest Rochester, Olmsted County, Minnesota. They were in a gas station parking lot and observed a vehicle drive away from a gas pump. The front passenger of the vehicle was not wearing a seat belt. The vehicle turned onto Elton Hills Drive, and during the turn the vehicle crossed over the dotted light and failed to produce a turn signal within 100 feet before the turn. Officer Peterson observed the registered owner of the vehicle had a revoked license status.
Officer Peterson conducted a traffic stop and made contact with the driver, TAYLEE ANN TAYLOR, [DOB REDACTED]. Taylor stated she did not have a driver’s license. While speaking with Taylor, Officer Peterson observed she had bloodshot eyes and constricted pupils for the lighting condition, and her pupils had little to no reaction to his flashlight. Officer Peterson asked Taylor to exit the vehicle to conduct Standardized Field Sobriety Tests (SFSTs), and she stated she has been arrested for multiple DWIs. Taylor told Officer Peterson that she has been sober since October 2025, but she takes suboxone and other medications for her mental health.
Officer Peterson observed lack of smooth pursuit in both eyes during the Horizontal Gaze Nystagmus SFST. During the Modified Romberg SFST, Taylor had eyelid and facial tremors. She swayed back and forth and had hand tremors. Officer Peterson also observed Taylor continuing to suck her lips into the mouth. Taylor’s pupils measured 2.5 millimeters in the dark and 2 millimeters in direct light, showing little reaction to light. Taylor stated she used methamphetamine approximately one month prior and marijuana within the last day.
Officer Peterson placed Taylor under arrest for suspected driving while impaired. He searched Taylor incident to arrest and located a cut straw with burnt residue on her person. Officer Peterson transported Taylor to the Olmsted County Adult Detention Center (ADC). At the ADC, Officer Peterson obtained a search warrant for Taylor’s blood or urine, and she provided a urine sample. Officer Peterson also tested the residue in the straw found on Taylor’s person, and it tested presumptive positive for fentanyl.
Taylor was convicted of a felony-level violation of Minnesota Statute 169A.20.1(2) on September 17, 2025, in Dakota County Court File 19HA-CR-25-423. She has three additional DWI convictions dated December 22, 2016 (Court File ••-CR-••-••••), June 8, 2023 (Court File ••-CR-••-••••), and June 8, 2023 (Court File ••-CR-••-••••).
