On or about August 19, 2025, Officer Tyler Johnson of the Cannon Falls Police Department was dispatched to a theft at Freeborn Manor located at [ADDRESS REDACTED] West in the City of Cannon Falls in Goodhue County, State of Minnesota. The complainant, Jackie Anderson-Busse, stated she believed a former employee named CHERISE ANN WARFORD, [DOB REDACTED], had stolen $1,300.00 in quarters while she was employed with MBG Property Management. Anderson-Busse stated that WARFORD was hired in October 2024 and was in charge of collecting coins from the laundry machines at Freeborn Manor in Cannon Falls, along with other properties in Faribault, and Owatonna.
WARFORD was to go on-site, collect the coins, and deposit them into the MGB Property Management account at a Bridgewater Bank branch. Officer Johnson confirmed with Anderson-Busse that WARFORD was the only one who collected the coins from each property. Prior to WARFORD getting hired (January-October 2024), deposits were made on the following dates: • 02/05/2024 + $347.25 • 05/01/2024 + $572.50 • 05/07/2024 + $658.75 • 08/16/2024 + $599.25 • 08/30/2024 + $221.50 • 09/13/2024 + $147.50 • 09/24/2024 + $231.00 • 10/11/2024 + $78.75 • 10/17/2024 + $199.00 After hiring WARFORD (November 2024 to August 2025), the money deposits became less frequent and less money was being deposited.
WARFORD’s deposits were on the following dates: • 11/6/2024 + $132.75 • 11/15/2024 +136.51 • 11/21/2024 + $69.50 • 02/20/2025 + $223.00 • 03/11/2025 + $197.50 • 08/13/2025 + $631.50 Freeborn Not part of deposit. On July 17, 2025, WARFORD contacted Anderson-Busse and said she was going to be resigning from MGB and joining another Property Management Company. WARFORD did complete her final coin pickup on July 31, 2025, as she was seen on surveillance footage walking out of Freeborn Manor with a bucket of coins.
Anderson-Busse stated while auditing the Faribault locations, she noticed the bank deposit trips were lower, along with the amounts being deposited. In 2024, deposits were made almost monthly. As of August 2025, only three deposits were made. When called about the issue, WARFORD told the owner of MGB, Chris Cooper, that she had bags of quarters in her trunk. Cooper requested she deposit the coins by the end of the week and, offered to find help for her if the bags were too large or heavy. An email was also sent to WARFORD to deposit the coins.
Anderson-Busse spoke to WARFORD regarding the lack of deposits and decreasing money. WARFORD 2 ••-CR-••-•••• Filed in District Court State of Minnesota 11/5/2025 stated she did not make a lot of trips with her truck, and was told she could make the deposits “all at once.” As of August 19, 2025, WARFORD had not deposited the Freeborn Manor quarters. In an email to Cooper, WARFORD stated she was on a business trip for her new company until August 29, 2025. On September 2, 2025, Officer Johnson spoke to Anderson-Busse, who told him that the company’s attorney had sent a letter requesting an explanation for the missing money.
