On December 10, 2025, at approximately 1:48 P.M., an officer was on patrol when they observed a vehicle and driver that they recognized from a prior police contact. The officer pulled up the driver’s license database photo for the driver and confirmed that the driver was Angela Ann Moreno [DOB REDACTED], hereinafter Defendant, and that Defendant had a revoked driver’s license status. A traffic stop was initiated in the area of Ferry Street and Benton Street, City of Anoka, County of Anoka. Defendant showed signs of potential narcotic use and appeared nervous and shifty.
Officers asked Defendant about her narcotics use and possession and Defendant denied having narcotics. Officers asked Defendant to stand in front of their vehicle but then Defendant started walking away from officers and towards her car. Thinking Defendant could potentially flee, officers put her in handcuffs. While handcuffing Defendant she blurted “All right I’m gonna be honest; there is; it’s in my pocket.” When officers asked what was in her pocket Defendant stated “dope.” Inside Defendant’s left jacket pocket officers found a bindle of suspected methamphetamine.
In a post- Miranda statement Defendant admitted to using methamphetamine the night prior. The substance was sent to the Midwest Regional Forensic Laboratory for testing, which confirmed the substance was 0.264 grams of methamphetamine.
