The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On May 26, 2025, at about 1:00pm, Mounds View Police responded to County Rd. I, east of Quincy St., Mounds View, Ramsey County on a report of people slumped in a van. On arrival, officers found a GMC Sierra van parked as described. The two occupants – a driver and front- seat passenger – appeared unconscious. The vehicle was running and in drive. Officers turned it off and removed the key.
The driver slowly awakened and was identified as the defendant, ALEX ROBERT ANDREWS ([DOB REDACTED]). His license was found to have been canceled as inimical to public safety. The passenger initially told officers that she and the defendant had snorted fentanyl. As she awakened further, she denied having said this. Her nostril was crusted with a black substance, and a matching line of residue was on the passenger side dashboard. The defendant’s speech was slow and mushy, his pupils were constricted, and his eyelids were droopy.
He said that he had previously used drugs but denied having done so for seven months. The defendant refused to comply with standard field sobriety tests. He was taken into custody. The van was towed. In an inventory search, officers found on the driver’s seat (where the defendant had been sitting) a “dime baggie” containing several pieces of a gray powdery substance, along with a bubble pipe. On the floor between the front seats was an eyeglass case, inside of which was a baggie containing a clear crystal substance; also in the case were tin foil and a cut straw.
The items were recovered, and photographs were taken. In a presumptive test, the substance in the dime baggie recovered from the defendant’s seat tested positive for the presence of fentanyl, with an approximate weight of at least a gram. In a presumptive test, the substance contained in the baggie recovered from the floor tested positive for the presence of methamphetamine, with an approximate weight of several grams. A sample of the defendant’s blood was obtained, pursuant to a warrant, at 2:45pm.
It was submitted to the Bureau of Criminal Apprehension, which found the presence of amphetamine, methamphetamine, and morphine. In a Mirandized interview, the passenger denied responsibility for the items in the vehicle. In a Mirandized interview, the defendant said that he had purchased heroin, which he had then snorted. He said that he did not remember anything after that. The defendant’s record includes at least the following qualified prior impaired driving incidents: 1. DWI – Gross Misdemeanor Convicted November 15, 2023 Case No. 19HA-CR-23-2301 2. DWI – Gross Misdemeanor 3 62-CR-26-2277 Filed in District Court State of Minnesota 4/3/2026 Convicted December 21, 2021 Case No. 27-CR-21-13692 The defendant's criminal record also includes at least five felony convictions, including one from December 2023 for Violation of Controlled Substance Laws in the Fifth Degree.
