The Complainant having reviewed the applicable reports believes the following facts to be true: On October 22, 2025, at 9:31 PM, police responded to a two car accident on a bridge in the area of Payne Avenue and Phalen Avenue in Saint Paul, Ramsey County. When they arrived, they found one of the drivers sitting on the curb and crying. The woman was identified as Savannah Irene WAGNER [DOB REDACTED], the defendant herein. The defendant's speech was slurred and her sentences were incoherent. She initially stated she had not been drinking but later admitted to drinking prior to driving.
A witness told officers that they saw the defendant driving in the wrong lane. The defendant requested that officers find her driver's license and phone. The officer located the defendant's purse and saw a bottle of clear alcohol inside. There was also an empty shooter of alcohol on the floorboard of the vehicle. As the officer was searching for the defendant's belongings, the defendant attempted to climb up the side of the bridge. Other officers were able to stop her and place her in handcuffs. Due to the circumstances of the accident the defendant did not perform Standard Field Sobriety Tests.
The defendant was transported to Regions Hospital. Officers obtained a search warrant for a blood draw. A blood sample was taken and testing showed that the defendant's BAC was.246 at 11:39 PM. Retrograde analysis would reveal that her alcohol content was in excess of.16 at the time of her driving.
