On 04/20/2026 at about 0158 hours, St. Paul Police responded to reports of a fight between a male and female in the 200 block of Colborne St in St. Paul, Ramsey County. CAD comments said that a male and female were physically fighting outside and that the female had gotten hit by a tan minivan. An officer arrived on scene and saw a tan minivan (IN/DIN684) parked in front of the apartment building. Near the van was a male who was later identified as Deavion Algie ASHLEY ([DOB REDACTED]). The officer ordered ASHLEY to “stop.” ASHLEY was uncooperative and then physically resisted attempts to restrain him.
ASHLEY was eventually taken to the ground and handcuffed. While struggling with ASHLEY, officers saw a female, later identified as SLH, entering an apartment and briefly made contact with her. She had multiple injuries on her head. Her face and jacket were covered with blood. Her jacket was torn and she had a piece of bloodied clothing wrapped around her head. SLH was not wearing any clothes under her jacket. By the time officers got ASHLEY under control, SLH had entered the apartment and refused to speak with police.
While holding ASHLEY in a recovery position, police saw a small plastic bag containing suspected narcotics in his coat pocket. The substance was seized and later tested positive for MOMA with a net weight of 7.69 grams (22 pills). In a post-Miranda statement, ASHLEY said he had been in a sexual relationship with SLH. He said he came to her apartment to drop off a dog and they argued. He denied that the incident turned physical and denied that his van was ever involved in the incident. The original complainant, AH, said that he saw ASHLEY and SLH arguing.
ASHLEY then got into the van. SLH grabbed the van’s driver’s door and ASHLEY drove forward. He said that as the vehicle dragged her, SLH "went under the car," and the car ran over her. AH said he believed the car possibly ran over her legs. Other witnesses said they heard yelling. One heard a female yelling “HELP, HELP” and another saw SLH being dragged by the van. Photographs taken at the scene showed SLH had visible injuries, including active bleeding from the nose and mouth, blood covering portions of her face, and blood transfer onto her chest.
She had a blood- soaked fabric wrapped around her head. SLH also had visible swelling around one eye, as well as abrasions and lacerations to hee facial area. All were consistent with the witness statements describing the victim being dragged and run over by the van. For purposes of Rule 6.02, in Minnesota, ASHLEY's felony conviction history includes Aggravated Robbery (27-CR-23-424).
