On March 21, 2025, Rochester Police Officers Bradley and Arendts responded to reports of a trespass and property damage in downtown Rochester, Olmsted County, Minnesota. Officers arrived and observed a male who he recognized as RYAN CHARLES FOSDICK [DOB REDACTED] lying on the floor. Officers also observed garbage strewn about the office, broken picture frames, and damage to one of the office fire doors. Officer Arendts spoke with Witness 1, an adult male fully identified in police reports. Witness reported that he works for the office and observed Fosdick lying on the floor when he arrived for work on March 21. Witness 1 reported that the office was locked between the hours of 5:00 PM and 7:40 AM and requires a security badge to unlock during that time period.
The building is not open to the public while the doors are locked. Officer Arendts observed that the door was locked using a magnetic strip but that it could be opened with extreme force. Officer Arendts also spoke with Witness 2, an adult male fully identified in police reports. Witness 2 reported that he works security for the office and could provide officers with security footage of the incident. Witness 2 further reported that the damaged fire door was not damaged prior to the incident with Fosdick and that Fosdick punched a computer monitor at the reception desk.
Officer Arendts reviewed security camera footage that depicts Fosdick forcefully entering the office and damaging the computer screen. Fosdick had two probation warrants issued on October 29, 2025, and the State does not currently know his whereabouts so a warrant is being requested. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
