On December 21, 2025, at approximately 11:25 am, Saint Cloud Police were dispatched to a 911 open line mapping within 297.7 meters of an address on the 2600 block of 15th Street North in the City of St. Cloud, County of Stearns. Dispatch advised they had received a 911 hang up but could only hear a female crying and a male talking in the background before the female hung up. Dispatch attempted to call back and it went straight to voicemail. Officer Virgilia Schreiner responded to the area, called the number provided by dispatch, and left a voicemail message requesting a call back.
Officer Schreiner received a text message back in Spanish which, when translated, advised "My boyfriend is hitting me" and another that stated, "I can't talk, I'm threatened." Officer Schreiner attempted to text back several times but did not get further response. Officers used various methods to attempt to locate the female party but were unable to do so at that time. Later that same day, around 2:16 pm, Officer Schreiner received another text message in Spanish from the number advising they did not speak English.
Officer Schreiner texted back in Spanish to attempt to locate the individual, who was later identified as I. E. I. E. Responded saying she could only give the person's name and sent two pictures of an ID belonging to Jose Luis Espinoza Rivas (06/21/1994), Defendant herein, along with a message saying "That he has me threatened." Officer Schreiner continued to attempt to locate I. E. With no response, and advised that if I. E. Needed more help, she should call 911. At around 3:26 pm, dispatch received a 911 call from the same number on the language line, that I. E. Was at a location on the 1200 block of 15th Street North and was reporting that Defendant had hit her that morning with his hands and she was near the apartment.
Officer Schreiner arrived at the address and located and identified I. E. Officer Schreiner was able to speak with I. E. Through a Spanish translator about what happened. I. E. First disclosed to Officer Schreiner a separate incident from the previous day, addressed in a separate complaint. I. E. Then reported that when she built up the courage to tell Defendant she wanted to leave on December 21, Defendant threatened to kill her if she left. Defendant had also been drinking and threw her against the door when she was trying to leave.
Defendant also told her that if she left, he would find her and he's going to do with her what he pleases because she belongs to him. I. E. Told Officer Schreiner she had been trying to get away but was scared Defendant was going to do something to her. In a further statement with Officer Schreiner, I. E. Reported she woke up at around 4:30 am on December 21 to go to the bathroom and Defendant followed her. I. E. Told Defendant she wanted to leave and Defendant became upset, throwing her items on the floor and again saying that if she left she was going to die.
